Personally, I expect Europe to be ahead of us in many ways, given that they're a much older civilization who has been experimenting extensively to get where they are today. Our government is much younger than those they have, and so they have the experience and the street smarts to know what works and what doesn't. But don't let that fool you; they're still groping through the dark on some issues, but on the whole, they're much more advaced because of the years under their belts.
As for us not just copying them... we have our pride. I mean, we broke away from the British because we didn't think they did things right, so we can't just turn around and say "well, what you do works, so we're just going to jump on the bandwagon". As Americans, we have to make sure that we have the thick skulls to back it up. That means no help from anyone else. Remember our shortage of funds in the Katrina disaster? Several countries sent thousands of dollars in aid for us, adding up to several million (couldn't give you the exact numbers), and we wouldn't use it because we were too ashamed.
Well, you know, the Catholics are completely right. Pride will kill you.
